Seven Force Strategic Collaboration (7F)
Established in 2015, the Seven Force Strategic Collaboration (7F) covers the procurement requirements of Bedfordshire, Cambridgeshire, Essex, Hertfordshire, Kent, Norfolk and Suffolk forces. Covering more than 9,000 square miles, serving nearly eight million residents, and responsible for a third party spend of ~£230m per annum, it one of the most ambitious police partnership programmes ever undertaken.
We've been working with 7F since 2022 on improving visibility and reducing resource spend, streamlining procurement and giving them full control of spend.


Devon & Cornwall
For the Devon and Cornwall force, we hired a specialised provider to manage a team that reviews PIP2 case files for evidence and quality. This provider was responsible for a set number of cases and had to meet specific quality standards. We ensured the hiring process was compliant and set fixed costs based on how many cases were reviewed.

Thames Valley
For Thames Valley, we quickly brought in a pre-vetted team to help a specialist investigation unit handle a big jump in national referrals. This extra support over four months kept workloads manageable and prevented any backlog.

Staffordshire
Project 1: ICT Recruitment Campaign
We ran a recruitment drive to fill multiple positions in their revamped ICT department. By holding a mini-competition, we brought in experienced providers who handle everything—from advertising the roles to keeping everyone updated. Staffordshire only pays when a role is filled. Thanks to Matrix Milestone, they got solid procurement support and a quick, reliable solution for hiring at scale.
Project 2: Community Wardens
A specialised provider now manages Staffordshire’s Community Wardens, handling everything from vetting to scheduling and supervision. This setup saves the force time and effort, with fixed costs that keep things budget-friendly and avoid the need for extra in-house overtime.
The Office of the Police and Crime Commissioner (OPCC) for Bedfordshire
Project 1: Analysis of Road Safety
A mini-competition for a consultancy to perform a high-level needs analysis of road safety in Bedfordshire. This four-week project included fixed cost stages and resulted in a comprehensive Road Safety Strategy. Access to our accredited suppliers enabled competitive bids to be obtained quickly, ensuring the force faced no hidden or ongoing consultancy charges.
Project 2: Community Wardens
The Bedfordshire Police & Crime Commissioner awarded a project to a leading supplier as part of the NPCC Serious Organised Crime Portfolio. The initiative aims to develop a digital solution for managing Clear Hold Build (CHB) activities and 4P Plans (pursue, prepare, protect, prevent) related to tackling Organised Crime Groups (OCG). This includes workshops for scope definition, technical requirement testing, future architecture mapping, and best practice establishment, alongside ongoing stakeholder engagement to create a digital 4P Plan template.
